£40m fund set to reduce energy emissions in thousands of social housing properties in Hertfordshire, reducing fuel poverty and creating ‘green’ jobs

Families in social housing in Hertfordshire are to benefit from warmer homes and lower fuel bills thanks to successful bids to the Government’s Social Housing Decarbonisation Fund (SHDF) for social housing landlords. This will see energy-efficiency improvements worth more than £105m made to social housing properties across the county by September 2025.

£40m funding was secured across seven bids from Hertfordshire, bringing the total fund allocation including match funding to £105m – one of the highest allocations outside of London. The successful bids include:

  • £14.1m by Settle Group, on behalf of the ‘Greener Herts’ consortium and Dacorum Borough Council. Greener Herts comprises housing associations B3Living, Settle and Watford Community Housing.
  • £9.8m by Network Homes Limited (with 1,048 of the 2,043 homes set to be in East Herts).
  • £8.5m by St Albans City and District Council
  • £2.6m by Stevenage Borough Council
  • £300k by Dacorum Borough Council
  • £2.2m by Three Rivers District Council, via Thrive
  • £2.8m by Welwyn Hatfield Borough Council

Steve Woodcock, Chief Executive of B3Living and Hertfordshire LEP Board member, said: "This is a significant level of investment for us and couldn’t come at a more important moment when we urgently need to lower our customers’ cost of living and take bigger steps to protect our environment.

“It is also a testament to what partnership working at a local level and taking an innovative approach can achieve. Working collaboratively with the Greener Herts partnership allows community-based landlords, like B3Living, to achieve much more. We see it as a great advert for the housing sector that four outward-looking providers have come together to make a real difference across the county.”

The Hertfordshire bidders were successful in the Wave 2.1 competition which was open to bidders from local and combined authorities and social housing providers. A total of £778m has been offered to 107 projects for Wave 2.1, with match funding providing an additional £1.1bn.

Hertfordshire LEP is planning a series of events with further education colleges, construction and supply chain industries to raise awareness of the opportunities and help plug retrofit training and skills gaps. The first event on 16th May will focus on skills retrofit training, with future events aimed at developing the retrofit sector in Herts to help make our current housing stock more energy efficient.
